## Decision

Do not compute a source spectrum. Repair only the failed v16x layer: representation covariance, finite ensemble concentration, or seed-family center stability. Keep the exact-conflict state space retired if its deterministic maximum possible change remains below the frozen 10% floor.

## Separate mechanism track

Action density and change intensity remain separate downstream hypotheses. V16x does not define energy or temperature.
