## Purpose and frozen design

The gate asks whether a larger reusable proposal can be built without the v17i pair basis. It composes two exact state-local v17c cycles into one auxiliary path. The second cycle is sampled from the first intermediate state. The mapped reverse applies the second reverse first and the first reverse second.
