# UC1 verification and handoff

Date: 2026-09-09. Work ID: `UC1`; base revision: `a7b6fae`;
target branch: `program/wp-f2-f3-20260908`.
Scientific status: **instrumentation_only**; publication: **publication_blocked**.
Coordination status: **BLOCKED** on candidate representation and publication
access, with the bounded measurement slice **VERIFIED**.
Owner/integrator: root assistant. Reviewers: `historical_signal_check`
(baseline probes) and `latest_results_review` (instrument/evidence).
Both reviews were read-only; only the integrator writes files or changes Git.

## Scope and freshness

Current worktree/branch/history and source files were inspected before work.
The three new UC1 evidence products did not exist before this round.
Exclusive write boundary: UC1 documentation/evidence, its standalone tool and
test, and explicit artifact-list additions in the archive builder and dedicated
RAG configuration. Existing unrelated dirt is not staged or reverted.
The root universe simulator is unchanged. No candidate simulation is authorized
by this handoff without settling the model representation and freezing its
own controls. Deployment authority follows the repository closure policy;
unavailable credentials are not permission to bypass authentication.

## Executed checks

1. Before measurement:
   `PYTHONDONTWRITEBYTECODE=1 python3 -m unittest discover -s tests -p test_units_of_change_conformance.py -v`
   — **6 tests passed**.
2. Measurement:
   `PYTHONDONTWRITEBYTECODE=1 python3 Tools/units_of_change_conformance.py --out Documentation/Program`
   — exit 0, three conformance counterexamples, 16/16 positive reference signs,
reference gate passed, candidate runs 0.
3. Replay to a freshly created temporary directory, followed by `cmp` of
   `UC1_reference_paths.csv`, `UC1_reference_summary.csv` and
   `UC1_measurements.json` against the tracked-intent products
   — **all three byte-identical**.
4. Independent baseline reviewer reran `baseline_probes()` using `python3 -B`,
compared JSON-normalized results exactly and checked SHA-256 for baseline,
measurement code and preregistration — **all matched**.
5. Independent instrument reviewer reran the six tests and all null histories
using a different direction-run calculation; exhaustively compared 8,192
short C3/C4 histories and their reversals; checked C5/C6 boundaries and C7
exclusion; checked spec/code/summary hashes — **passed**. Initial tuple/list
comparison in the review harness required JSON normalization; no production
   implementation defect was found.
6. Precommit archive smoke build — exit 0. All six UC1 artifact bytes and
manifest hashes matched their sources, the landing link existed, and the
new public artifacts contained no developer-local home-directory paths. This
working-tree smoke is not the pushed-commit publication bundle.
7. Dedicated RAG TOML parsed successfully; all three explicit UC1 input paths
exist and the raw history CSV is excluded from those inputs. This is a
local configuration check, not a remote sync-plan, sync or query result.
8. Final scoped integrity: all five recorded source/evidence hashes, 65,568 raw
positions and Python syntax passed. The default staged whitespace check
flagged the standard CRLF line endings emitted by Python's CSV writer.
Measurement bytes were preserved. The check was repeated with command-local
   `core.whitespace=blank-at-eol,blank-at-eof,space-before-tab,cr-at-eol` to accept
CSV line endings while retaining other whitespace checks; no repository-wide
   Git setting was changed.

No full `Documentation/` verification or historical simulator suite was run.
These checks are instrument checks, not universe-hypothesis tests.

## Review adjudication

No blocking detector defect was found. The report incorporates the review's
limits: exact repetition is narrower than weak/noisy metastability; the static
controls do not test ongoing structural change; dynamic application requires
contemporaneous hop/edge validation; deterministic positives are not independent
emergent discoveries; monotone-square invariance is mathematical bookkeeping,
not physical symmetry. The isolated-host probe calls the event function directly
and does not establish its prevalence under the ordinary scheduler.

## Provenance

`UC1_measurements.json` locks the protocol, code, root baseline and both CSVs.
No protocol/threshold changes were made after measurement. The protocol was
written locally before the run; it was not registered in an external registry.
The public artifact inventory includes all UC1 evidence products. Dedicated
RAG inclusion is limited to the report, verification and compact paired CSV;
the larger raw history remains an archive download, not bulk retrieval input.

## Closure evidence and dependencies

At this record's preparation, repository commit/push and the revision-locked
archive build are pending the final scoped integrity checks. Their exact commit
and build outcomes will be reported in the task. This document does not claim
an unexecuted Git operation passed.

The read-only deployment preflight to the resolved host 89.167.90.101 failed
with SSH exit 255, `Permission denied (publickey, password)`. No remote mutation
was attempted. There has been no restored access condition to justify retry.
Therefore:

- Static deployment and live landing/manifest/new-artifact verification:
**BLOCKED**; no live revision established by UC1.
- Dedicated RAG sync-plan execution, sync, and real token-scoped authentication,
PostgreSQL rate-limit, citation-audit and freshness verification:
**BLOCKED / NOT RUN**. Configuration additions do not imply a successful sync.

Next dependencies are separate: the user's unit-representation decision enables
scientific model qualification; restored documented deployment/RAG access enables
publication closure. Neither substitutes for the other. Existing user changes
remain outside UC1, including loop-detector WIP, earlier verification scripts
and WP-F2 working CSVs.
